Berasia:-. Development work is not being carried out in the gram panchayats of the area as per the government’s intentions. As it was said earlier that earlier the government used to allocate one rupee for development work but only a small amount of that money actually reached the ground level. This indicated corruption, wastage and lack of effective implementation of the scheme. There was a difference between the funds allocated by the government and the actual development work done. This means that a large portion of the allocated funds got stuck somewhere in the middle. This was the reason that when this matter gradually reached the higher level, the government emphasized on delivering the amount allocated for development directly to the ground level and its results also proved to be better. But now discussions are being heard a lot that the corrupt have found ways to make inroads into the development funds that come directly to the ground level. However, now no one can misuse the development funds without the connivance of government employees and officers. This is the reason why now the officers of the department under whose supervision the development works are implemented are directly responsible for it. Now in such a situation, brokers and middlemen have direct arrangements with the departmental officers, employees or local public representatives. So that their work can continue. Now seeing such conditions some secretaries also started taking up contracting from right and left; such things have become a topic of discussion in villages, streets and neighbourhoods. Sources tell that these influential people have dominance in the Panchayats of the area. Who work in the Panchayats as per their will. These so called contractors do shoddy work in the construction of CC road, pond, bridge, culvert, building, remote road etc. from the funds received from various heads for development work in the Panchayats. Poor quality work does not last for long and many times these contractors, in connivance with officers and engineers, withdraw the money without getting the work done, whereas no work is done on the ground. When the matter comes up for investigation then serious allegations are leveled against the Sarpanch and Secretary. Because the construction agency is made the Gram Panchayat itself. This entire game runs with the connivance of top officials and engineers sitting in the district. The villagers also lodged complaints regarding many irregularities but these officers just do the formality in the name of investigation and suppress the matter. Experts say that the situation is turning worse due to the increasing interference of so-called contractors and middlemen in the panchayats and the negligence of senior leaders and officers. Where the village Sarpanchs are not able to work directly, due to which the development system in the Panchayats seems to be faltering. Not only this, sources are also telling that without middlemen the Panchayats don't get any work and hence the Sarpanches are forced to take the shelter of the so called middlemen. If the Sarpanch tries to work directly, then he does not get work, due to which the Sarpanchs have to face the taunts and resentment of the village people. This is the reason that in such a situation, some Sarpanches have no other option except taking the help of these middlemen so that somehow the work can be done in the Panchayat area and the public's anger can be avoided. Overall, in such a deteriorating situation, big leaders and responsible officers need to pay attention so that the villages can develop. So that the villages can develop, the villages will develop only then Modi ji's vision is to develop India by 2047.
